Proper way to cite transcriptions on other web sites

Can I cite transcriptions that appear on other web sites? Examples include CPDL.org and hymnwiki.org.
If so, what is the proper way to do it?

We have a policy against linking out to another website. You may cite a url if you think it would be useful to our website users, especially if Hymnary does not have the score. It looks like CPDL has mostly choral music, which generally would not come directly from a hymnal, so I am not sure it would be relevant to our site. We would prefer, in general, that our users not be pointed to other hymn websites. You may want to email me directly with specifics before adding any citations.
